1… The motivation of the topic

Nov. 16, 2014, I read the article Gregor Robertson: "you can question how worthwhile democracy is...", and was shocked by the rational response of Vancouver's Mayor Gregor Robertson to the CBC reporter's question about working with an authoritarian regime:

"...you can be critical of a lot of regimes around the world, and you can question how worthwhile democracy is in a lot of countries right now which are, frankly, ignoring the biggest crisis in the history of our species which is climate change. That's where you see the Chinese government taking radical dramatic action in investing in turning the ship around. And you do not see that in Western governments right now, democratically elected, and that's because they're afraid. And that's not serving the greater interests of society."

I appreciate the pragmatic spirit of Mayor Gregor Robertson. He can see the problem from the nature without the the shackles of dogma.

2. The nature of the government

Many people blindly advocate democracy, because they are not willingly to in-depth study, with a empty mind that only can remember some absurd dogma to trumpet the tone of others without normal brain to make clear that why blow such tune. They never can see the nature of the problem: why do we want a government, why do we want the democracy? What is the ultimate aim of the government or democracy?

According to the Government - Wikipedia, a government is the system by which a state or community is governed. In the case of its broad associative definition, government normally consists of legislatorsadministrators, and arbitrators.Government is the means by which state policy is enforced, as well as the mechanism for determining the policy of the state.

From above comments, we can learn that, generally say, the nature of the government is to effectively govern the society with the enforcement of determined policies, which is nothing to do with the political model.

The only ultimate aim of the government or democracy is to proper govern society, is to proper develop economy, is to improve people's lives.

2.1. Democracy is the means of destroying the world by mental retarded politicians

Jan. 1, 2015, I wrote an article that Democracy is not work, Iraq needs military rule as that of Thailand, I excerpt some sections as follow:

Please look at following reports on current Iraq:

Oct. 27, 2014,  BBC News - Iraq bomb attacks leave at least 34 dead.

Nov. 08, 2014, Fresh Iraq blasts kill at least 31 in Baghdad.

Dec. 02, 2014, Bombs in Shi'ite, Kurdish districts kill 35 in Iraq.

Democracy has caused Iraqi society out of control. We need to reflect onthe limitations or absurd of the democracy and the reasonableness ofdictatorship of Saddam Hussein. And also, what is the real significance ofArab Spring? The significance and contribution to to world peace of Hosni Mubarak 's dictatorship of military rule.

Jan. 1, 2015, I read DEC. 22, 2014 article that In Struggle for National Identity, Iraqis Rally Around Many Flags to have inspired me an idea that who should be responsible for the chaos in Iraq? What is the way out?

With such concerns, I Googled many related information, in which, a May 16, 2012 article that Debbie Schlussel posted on her Blog: MORON: Bush Praises Arab Spring; George W. – Father of Islamic “Democracy’ touched me very much. I appreciate the sober and rational on the view of democracy.

"Al-Dubya-mockracy (emphasis on the “mock” part) is a deadly failure. But its brainless creator still doesn’t get it–that he did the jihadists’ work for them."

"I would say the moron of the day award goes to George W. Bush forpraising the Arab Spring bloodbath that ushered in Al-Qaeda and the Muslim Brotherhood in Tunisia, Libya, Syria, Egypt, and so on and so forth. But, actually, in this case, he’s the moron of the decade, since he preached Islamic democracy ever since 9/11 and even before that. He’s the father of the Arab Spring, NOT Obama."

"So, the “Arab Spring” now is his doing, something I warned against during his administration, but no one listened. And now we have the fruits of his idiocy."

I appreciate the pragmatic spirit of Ms. Debbie Schlussel, she can see the problem from the nature without the the shackles of dogma.

Though, the chaos in Iraq is no relation with the Arab Spring, however, the root cause is the same, it is the results of blindly promoting democracy.

In concerning of effective social governance with enough power to ensure social stable, the military rule government may be the only viable means. Such as that of the current government of Thailand.

Following articles may help us to well understand the chaos in Iraq and the solution that military rule government has been playing effective role in Thailand.

3.  Noted professors on economic and social say that U.S. Democracy is no way out

Looking around the world, there rare democratic governments are playing right function. Holy dignified Congress became the place where those irrational politicians play the game of bickering.

In reality, as my view, the greatest sorrow for democratic government is that political parties mainly focus on what they want for own interests, with regardless of damaging to the national interest under the name of holy democracy, by which the government can not make a rational policy timely. So that a lot of important problems can not be solved; a lot of valuable time is wasted in the unnecessary quarrels.

The most terrible is that in order to get votes, the political parties and politicians dare dope any ridiculous ideas into the nation-fate-related vital issue - the development of the national policies.

In consideration of effectively governing the society and developing economy, Gregor Robertson is quite right: "you can question how worthwhile democracy is in a lot of countries." And the fact is that democracy is not worthwhile in the most of countries and in the most of aspects rather than just in the few countries and in the climate issue.

3.1. U.S. Nobel Prize winner said that U.S. Politics is Spite

Oct 16, 2013, I once write an article It is high time to end the partisan politics to try exploring the reason that world is increasingly chaotic. In which I cited an article to show the absurd of American democracy.

In Oct. 4, 2009, the Winner of 2008 Nobel Prize in Economics, and the professor of Economics and International Affairs at Princeton University, Paul Krugman who published The Politics of Spite on New York Times to have pointed out the ugly picture of American politics:

“An essential truth about the state of American politics: at this point, the guiding principle of one of our nation’s two great political parties is spite pure and simple. If Republicans think something might be good for the president, they’re against it — whether or not it’s good for America.”

“The result has been a cynical, ends-justify-the-means approach. Hastening the day when the rightful governing party returns to power is all that matters, so the G.O.P. will seize any club at hand with which to beat the current administration.”

3.2. Noted professors said that U.S. democracy in Decay with NO WAY OUT

Francis Fukuyama who is a Senior Fellow at the Center on Democracy, Development, and the Rule of Law at Stanford University, in 1992, in view of the fall of the Berlin Wall and the end of the Cold War, he published the bookThe End of History and the Last Man, in which he excitedly argued that the progression of human history as a struggle between ideologies is largely at an end, with the world settling on liberal democracy, he predicted the eventual global triumph of political and economic liberalism:

“What we may be witnessing is not just the end of the Cold War, or the passing of a particular period of postwar history, but the end of history as such.... That is, the end point of mankind's ideological evolution and the universalization of Western liberal democracy as the final form of human government.”

However, in 22 years later, after experiencing the absurd American democracy, on the Foreignaffairs of September/October 2014 Issue, he published other article that America in Decay - the Sources of Political Dysfunction to indicate that American democracy is “NO WAY OUT” and completely denied his faith in democracy and showed his sad despair for the democracy. For any people, self-deny is a painful thing, but it is enough to prove that Francis Fukuyama is a rational and rigorous scholar and his conclusion is more valuable:

"NO WAY OUT"

"The U.S. political system has decayed over time because its traditional system of checks and balances has deepened and become increasingly rigid. In an environment of sharp political polarization, this decentralized system is less and less able to represent majority interests and gives excessive representation to the views of interest groups and activist organizations that collectively do not add up to a sovereign American people."

"Today, once again, the United States is trapped by its political institutions. Because Americans distrust government, they are generally unwilling to delegate to it the authority to make decisions, as happens in other democracies. Instead, Congress mandates complex rules that reduce the government’s autonomy and cause decision-making to be slow and expensive. The government then doesn’t perform well, which confirms people’s lack of trust in it. Under these circumstances, they are reluctant to pay higher taxes, which they feel the government will simply waste. But without appropriate -resources, the government can’t function properly, again creating a self-fulfilling prophecy."

In comparison with above two noted academics who are with authoritative reputation in specially researching on the economics and politics, we have enough reason to question the rational of those people who are still advocating democracy.

3.3. US is not a democracy but dominated by a rich and powerful elite.

Martin Gilens, the Professor of Politics at Princeton University and Benjamin I. Page, the Gordon S. Fulcher Professor of Decision Making at Northwestern University, who reviewed the answers to 1,779 survey questions asked between 1981 and 2002 on public policy issues to have finished report that Testing Theories of American Politics: Elites, Interest Groups and Average Citizens.

The Professors indicate that the US is dominated by a rich and powerful elite which is economic elites and organized groups representing business interests have substantial independent impacts on U.S. government policy, while average citizens and mass-based interest groups have little or no independent influence. The results provide substantial support for theories of Economic-Elite Domination and for theories of Biased Pluralism, but not for theories of Majoritarian Electoral Democracy or Majoritarian Pluralism.

3.4. Americans have to go to China to see the future

August 26, 2008, the three times winner of the Pulitzer Prize, American journalist, columnist and author, Mr. Thomas Friedman  who wrote article that A Biblical Seven Years with somewhat sadness after attending theBeijing Olympics Opening Ceremony:

"As I sat in my seat at the Bird’s Nest, watching thousands of Chinese dancers, drummers, singers and acrobats on stilts perform their magic at the closing ceremony, I couldn’t help but reflect on how China and America have spent the last seven years: China has been preparing for the Olympics; we’ve been preparing for Al Qaeda. They’ve been building better stadiums, subways, airports, roads and parks. And we’ve been building better metal detectors, armored Humvees and pilotless drones."

"The difference is starting to show. Just compare arriving at La Guardia’s dumpy terminal in New York City and driving through the crumbling infrastructure into Manhattan with arriving at Shanghai’s sleek airport and taking the 220-mile-per-hour magnetic levitation train, which uses electromagnetic propulsion instead of steel wheels and tracks, to get to town in a blink."

"Then ask yourself: Who is living in the third world country?"

"Obama is more right than he knows when he proclaims that this is “our” moment, this is “our” time. But it is our time to get back to work on the only home we have, our time for nation-building in America. I never want to tell my girls — and I’m sure Obama feels the same about his — that they have to go to China to see the future."

4. The democratic Canada goes on similar way as that of the U.S.

Above two noted academics was talking about the reality of our neighbor, that was the business of others. Then, how about our own business, how about the performance of our own democratic government in Canada.

As same as that of the United States, the problem in democratic polity Canada, is that has no essential prerequisite for ensuring the quality of political candidates.

If you look at the background of those Governments’ Members in all level, the majority of them, besides full hearted playing tricks for pleasing voters, barely have basic quality as policy makers - education, knowledge, experiences, and especially, a rational mind for fulfilling the sacred social governing duties.

Such as, Sep 06, 2015, there is a report that Conservative candidate peed in client's mug on the job.

Dec. 21 2014, the article Toronto Mayor Tory intends to work together with leaders of other big cities reports the disappointment of Toronto Mayor John Tory on decision making of municipal government.

Looking back at council’s hours-long debate this month on a request to study his SmartTrack plan, Mr. Tory said he was surprised that “a group of people elected to very important positions of responsibility,” couldn’t decide that after 10 speakers, maybe they didn’t need to stand up and repeat what someone else had said.

4.1. The non-energy manufacturing of Canada is in declining

Oct. 26, 2014, in the article How to revive Canada's non-energy manufacturing? I indicate that:

Feb. 13, 2013, the Business Development Bank of Canada (BDC) issued the survey report that Canada's mid-sized firms have declined by 17% — from 9,370 to 7,814 — from 2006 to 2010, in which, the manufacturing sector reduced more than half, from 2,807 to 1,381 between 2001 and 2010.

The Oct. 23, 2014 article that Stephen Poloz awaits sunrise after Canada's long industrial sunset said with that "Bank of Canada governor Stephen Poloz says non-energy manufacturing and exporting have gone through a long and damaging period of decline while the Canadian dollar was high or climbing." "Since 2000, Poloz noted in his speech, many export sectors have shown steady declines, sucking billions of dollars out of Canada's export economy."

Aug. 20, 2014, the article that Canada losing steam in its push for an export boom said that “It is now cheaper to make goods in once-high-cost countries such as Japan or Britain than in Canada, according to a new map of global manufacturing competitiveness.”

"The consultants' report benchmarks the relative cost of making goods in the top export economies by comparing the cost in each country to levels in the U.S. On an index where U.S. costs are equal to 100, Canadian factories tick in at 115 - a rise of 11 points since 2004.”

"Statistics Canada data show that only 1.7 million Canadians were employed in the manufacturing sector this year compared to more than 2.3 million a decade ago. Auto makers, in particular, have been pouring billions of new investment dollars into the United States or Mexico while giving this country the cold shoulder.”

4.2. The shocking reality on poor productivity in Canada

June 5, 2013, the article that A Canadian magic trick: wages that rise even if productivity doesn’t said with that:

“If you spend any time reading about the Canadian economy, you have inevitably come across the Great Canadian Productivity Puzzle. Canada’s productivity is much lower than that of other countries, and we don’t really know why. Neither do we seem to be able to fix the problem. Policymakers have used every trick in the book to try to boost productivity, but the results have disappointed.”

“Canadian productivity growth has stagnated since at least 2002. You’d think Canadian incomes would also have stagnated, but they haven’t. There’s another piece that has to be added to the productivity-income puzzle.”

Canadian labour productivity growth has been lagging that in the U.S.

 http://www.macleans.ca/wp-content/uploads/2013/05/labour_productivity_canusa2-660x315.png

Oct. 1, 2012, the article that Canada’s productivity lags U.S. in ‘virtually every instance': Deloitte said with that:

“Canada’s economy and ability to compete internationally is being hampered by its businesses’ inability to sustain growth over the long-term, says a report released Monday by consulting firm Deloitte.”

"The study shows Canada’s productivity lags behind that of the United States in “virtually every instance,” including those industries that have been the cornerstone of Canada’s economy for decades — mining, oil and gas, financial services and manufacturing. The manufacturing sector was called out as a particularly poor performer, noting that U.S. productivity in the manufacturing has grown at a rate six times faster than that of Canada since 2000.”

Faced the with that non-energy manufacturing in declining mainly due to that low productivity and the high cost in the relative cost of making goods in canada, we have reason to question that has Canadian Government well played the governing role?

The facts clearly showed that the performance of Canadian government is worse than that of the United States.

There are many other sad facts.

4.3. Many businesses failed in poor management with no relation with economic environment

For the economic downturn in Canada, many social elite, even most of officials are over-emphasizing the macroeconomic environment, while ignoring the main economic microscopic cells - business survival.

In fact, there many businesses with good products and stable customers were closed only due to poor management without direct relation with macroeconomic environment at all.

I have been concerning about the economic issues of Canada. In the past 13 years I intendedly work in different type of enterprises of Canada with a terrible experiences that most of them were poor managed, and even shrouding with absurd ideological with poor corporate culture, some employees, even some management personnel lack of the sense of responsibility, and even makes vandalism in workplace, they boldly make nonsense without worry about being punished. It is not only resulting in production inefficiency, but also caused many enterprises' closure.

Jan 27 2014, in the article that The Fatal DNA of RIM & Canadian Enterprises, I said with that: "In nowadays hardship economic environment, the enterprise is the lifeboat sharing by owner and employee to struggle for survival, but, less people understand this vital point to cherish their business and job opportunities. There are some employee, and even some management staff chiseling holes on own lifeboat."

Such as the ABC Company and DEF Company that discussed in my Dec. 21 2010 aticle Canada's Corporate Management & Reducing Psychological Pressure. The name of companies  was in anonymous, but, the facts are from my personal experiences. The two companies once located in Kitchener and Waterloo, Ontario, their closure were both simply due to some mindless employees.

In fact, this is related to inappropriate social governance.

In Jun. 25, 2013, article that My view on Entrepreneur and Enterprise inspired by Peter Shoore, I discussed this issue. I excerpt some as follow.

The Entrepreneurs run Enterprises to create job position for citizen livehood-making and revenue for social governing, from this point of view, the Entrepreneurs are the best civil servants, and the communists in reality.

However, historically, in worldwide, it has been lacking of concerning and supporting for Entrepreneurs, even, until now, there great many people are with hostile attitude toward them. The law seems to have ignored this group also, but tended to protect employees without updating of the outdated concept from the times of Industrial Revolution with ignoring that modern society has provided thoughtful social welfare and comprehensive legal protection.

The outdated ideology and practice has badly affected the work ethic of employees and to have made Enterprises difficult for managing, even, encouraging some mindless employees' pranks boldly in the workplace without the fear of being punished. It not only badly affecting the production efficiency, but more terrible, it even caused the closure of some Enterprises.

4.4. The lax office culture shocked German immigrant

Followed the Oct. 1, 2012 article that Canada’s productivity lags U.S. in ‘virtually every instance': Deloitte, there is a comment that seems touched the true nature of low productivity in Canada.

Bernard comment in 2 years ago: “being an immigrant from Germany I can tell you my perspective of lacking productivity in Canada: looking around in the office I see people dropping in sometimes between 9 and 10 am. Not much later they are off for a coffee break. Then there is lunch break and another coffee break. Leaving around 4pm, because there is some important fishing or hunting or other outdoor stuff on the agenda.”

“Any more questions about productivity?”

“I mean, I really appreciate work-life balance. But what I experience is overdone.”

4.5. My disappointing experience on lax government agencies

After read above comment, I think of a few years ago in Toronto, a government agency; there a lot of people were waiting in line. From the perspective of the number of idle office chairs, there should be a lot of people who were work here, but only there two staff were servicing for the customers. There are other two staff finally came, the people who were waiting in line were pleased for that was able to speed up. However, the two came-in staff has not sat down yet; the original two staff in working immediately got up and left away.

Long time waiting in the government agencies seems a common matter in Canada, which is not due to short in manpower, but only due to the poor work ethic.

The government agencies are the part of the State Apparatus, we have enough reason to question that such a State Apparatus is in properly running?

5. The success of Germany reflects the weakness of Canada's democracy

I know that I blame the decline of Canadian non-energy manufacturing to the governance of democracy would hurt or even enrage some people, please look at my Oct. 26, 2014 article How to revive Canada's non-energy manufacturing? In which I take Germany as example, I excerpt some as follow.

The inspiration from the success of Germany

Nov. 4, 2014, after read Sep 30, 2014 article Germany’s Trade Surplus and Exports Reach All-Time Highs, I wrote an article Smart German created a economic model for Canadian to follow, in which I indicate with that “2008 financial crisis and the European sovereign debt crisis caused economic recession and great many officials complain that downturn of world economy drags down their national economy, but, the economy of Germany has been in better developing with creation of a new record in both employment and economy to outshine others.”

Canada and Germany are both the countries of relatively affluence. However, the ways for getting the affluence are fundamentally different.

Canada: vast incredible wealth of natural resources of  contributes significantly to national economy. Resource industries play a critical role in delivering jobs, growth and prosperity for Canadians.

Germany: relatively few domestic natural resources, imports most of its raw materials, the most crude oil and petroleum products are imported.

It is clear that affluence of Canada is mainly depended on the vast incredible wealth of natural resources; the Canadian dollar is even viewed as a petrocurrency. But the Germany has to mainly depend on the hard work to continuously manufacture popular products – the outstanding Made in Germany.

In Feb. 16, 2014 article that Why German Economy Can Fly Against Economic Recession, I indicated that, the outstanding of German economy is from the outstanding of the national governance and corporate management.

There many wise practices in Germany are incredible for any people from other countries. Such as, that salary of the boards member is lower two grade than that of general workers, while many countries increased the minimum wages, but Germany lifted the restriction on wages to have boosted employment historical high with the increase of the businesses and jobs in lower payment.

The Agenda 2010 was painful and unpopular reforms on German social system and labor market to have paved foundation for Germany's economy regaining the vitality from the Sick Man of Europe.

In the same nation with the same national, only by improved governing policy, Germany achieved brand new look. The achievement lessons us that objective economic environment are not the main cause of the economic downturn. The key is that the government how to wisely play own governing role to well play of the internal potential.

According to my observation and study, that what Germans can achieved, Canadians can surely be able to achieve. Also Canada has unique advantage of Natural Resources that Germany never has.

This is what I have confidence for reviving canada's manufacturing.

6. The Liberal Party leader Justin Trudeau is disappointed for democracy

Nov. 8, 2013, the article At Toronto fundraiser, Justin Trudeau seemingly admires China’s ‘basic dictatorship’ reported that:

When an audience member asked Mr.Trudeau which nation’s “administration he most admired."

Mr. Trudeau responded:“There is a level of admiration I actually have for China because their basic dictatorship is allowing them to actually turn their economy around on a dime and say we need to go green, we need to start, you know, investing in solar. There is a flexibility that I know Stephen Harper must dream about: having a dictatorship where you can do whatever you wanted, that I find quite interesting.”

The comments of Mr.Trudeau suffered extensive fierce criticism.

"Mr. Trudeau took to Twitter on Friday to explain his comments, saying that his point about China was that Canada “is up against big countries (China, for one) that can address some major issues quickly.”

"Canada is the best country in the world. I would never trade our freedoms. But countries we compete with play by different rules. That’s why we need to work together to address big issues and that’s why I’m focused on the (real priorities) of Canadians.”

November 7, 2013, the other report on the same event that Justin Trudeau hosts 'ladies night' fundraiser despite 'firestorm' of controversy over ‘patronizing’ ad clearly provided the true intention of Mr.Trudeau's comments on China: "In answer to a litany of questions, Mr. Trudeau said the environment was the biggest issue that would impact today’s children; that he most admired the political system in Canada’s northern territories, which operate without political parties; implored for the engagement of young people in politics."

7. Harper government has been exerting their all possible

Indeed, the government of Canada has always attached importance to the development of the enterprises, with providing support from economic policies, financial subsidies, especially, actively exploring the international free trade market, at this point; Canada is in the leading position. In July 30 2013 article The Oncoming Era of the Globalized Free Trade, I have clearly showed my view.

However, that seems no obvious help on the determinant of the economy - the productivity - people's work ethic.

Obviously, above absurd reality is not the result of no responsibility of government officials personally, but the result of the multi-party battle each other, clamped to each other, also, there are various associations and Unions involved, so that government cannot carry out effectively administration.

In the democratic Canada, great many smart people are over smart to care about everything of others, but, they never care about own survival-related business, the development of economy, they never care about that with no income will starve to die.

8. Canadians should take action to revive our economy

Once again, I know that what I said above would hurt and even enrage some people, please look at the unprecedented economic difficulties, besides that the economic pillar of non-energy manufacturing is in declining and the jobs and the tax revenue have been losing, our energy wealth, the main economic pillar of Canada is in devaluating, too.

It is not only that US shale oil supply shock shifts global power balancehas pushed down the oil prices and is squeezing the market share of Canada, but also, the development of wind energy, solar energy, and nuclear energy, are rapidly replacing traditional petroleum – the main wealth of Canada.

Facing with increasingly difficult economic situation, we should turn our eyes to our own business. We should rationally ask that, where is the way out for Canada? Exactly says that is where is hope for our families?

Firstly, to ensure oneself survival, and then with the strength continues to criticize others. Stupid nature is hard to change.

As an ordinary Canadian, we should ask that what are we should do? And what are we can do?

As the government official, please forget that how noble you are as a government official and please only remember that you are a Mom or Dad, a Grandma or Grandpa with a rational mind to make every efforts to create a better life for our beloved children.

A society should not be caught in endless debating; there must have an absolute authority, an authority that can act quickly in dealing with thorny issues to ensure our survival.

That is why that I apprecate Vancouver's Mayor Gregor Robertson admirable.

9. The way out for the formation of government

In order to avoid the harm of the dictatorship, people take democracy, however, the ideal democracy has been distorted too absurd to effectively govern the society. Human beings urgently needs a new political way out.

Mar. 31, 2013, I happily read a report that Italy: Napolitano invites 'select group' on cabinet: Italian President Giorgio Napolitano has named 10 selected "wise men" to work in two separate groups to offer a policy platform to end the impasse in forming a new government. His rational decision ended speculation that he might resign - a day after political parties failed to agree a coalition government following February's inconclusive election.

The report inspired me to write an article that Italian President initiates a New Era of political. At the start, I comment with that: I would like to make a PROPHECY today that: Italy has sounded the death knell for absurd partisan political.

Oct 16, 2013, I once wrote an article that It is high time to end the partisan politics, I excerpt some as follow.

The political fight of the U.S. Democratic Donkey and Republican Elephant has caused the government to be shutdown again in Oct, 1 2013, the victims are American people, and the people worldwide from the harm for the world economy. I felt that I have some thing to say today, and I reproduced some articles here to see that what Americans and the people worldwide have complained.

Great many facts have proved that, the parties or people grouping, no matter political or nonpolitical, mostly are the hazards for human society, because that they attract those people who have no normal brain together, so that those mad individuals who is with limited harming ability originally to get more power by the support of group people.

The political parties are more harmful for human society, due to they provide the chance for those mad individuals to harm human society by the power of state apparatus.

Our world has come to the high time to end the partisan politics. If the partisan politics do not finish, the world will be finished.

It is said that the atomic bomb worldwide can destroy humanity many times. As mental health people, we must ask that, it is who has been stimulating this kind beast's behavior of humankind. The answer is clear: it is those mental immature politicians who are in nature of more animal less culture.

Regarding the nature of the parties, Vasily Grossman, who experienced the period of the Soviet Union during Stalin's reigning, gave incisive commentary in his book Life and Fate

"Human groupings have one main purpose: to assert everyone’s right to be different, to be special, to think, feel and live in his or her own way. People join together in order to win or defend this right. But this is where a terrible, fateful error is born: the belief that these groupings in the name of a race, a God, a party or a State are the very purpose of life and not simply a means to an end. No! The only true and lasting meaning of the struggle for life lies in the individual, in his modest peculiarities and in his right to these peculiarities."

MRI - Magnetic resonance imaging dynamic scans of the human brain have shown that human behavior is determined by the brain's working state. Because that human brain development varies greatly, so, people's behaviors are also a great difference. Those psychosis sufferers, depression sufferers, antisocial violence attackers, their brains all have partial atrophy from innate or latter acquired, and therefore, their brains can not exercise properly, so that, they can not do some thing rationally.

Apr. 01, 2011, report <Scans reveal differences in brain structure of antisocial teens> said with that:

“The neuroscientists used magnetic resonance imaging to measure the size of particular regions in the brains of 65 teenage boys with conduct disorder (CD) compared with 27 teenage boys who did not display symptoms of behavioural disorder. Their findings revealed that the amygdala and insula – regions of the brain that contribute to emotion perception, empathy and recognising were strikingly smaller in teenagers with antisocial behaviour. ”

Even if people no significant behavioral problem as above mentioned, but, the character of each individual is also a big difference. Some people can do any thing rationally, some people are impulse and radical. Those are also due to the differences in brain development.

In view of this, we must choose those people who are healthy in brain development to make decisions for the future of mankind.

As a simple way, the national and international decision-making bodies should be formed by those people who have obtained high rank academic qualifications, such as, the professional experts, professors, and the Nobel Prize winners, and so on.

There is a teaching class is widely welcomed by young people, no matter in North America, in Europe, in China, or even in Japan, it is the Harvard courseJustice: A Journey in Moral Reasoning. The Lecturer is Michael J. Sandel, the American political philosopher and a professor at Harvard University.

In the article If I ruled the world the professor Michael Sandel  said with that "If I ruled the world, I would rewrite the economics textbooks. This may seem a small ambition, unworthy of my sovereign office. But it would actually be a big step toward a better civic life."

I deeply believed that Prof. Michael J. Sandel is the best candidate asational policy-maker.

If the quality of all politicians are as that of Prof. Michael J. Sandel, our world and our life would certainly be different.

It is high time to end the partisan politics immediately.

10. Some ideas for Vancouver's economic development

The more economic difficulties, the more economic opportunities, especially the pressure of the difficulty will force the change of people's strong-headed traditional concept of ideology. The change can eliminate or reduce the resistance for social progress, which can promote some new projects that are impossible traditionally to be possible.

To some extent, economic difficulties are the bulldozers for social progress.

Vancouver needs to be self-hematopoietic development and can not rely on the government of Federal, Provincial, as well as any external assistance.

The improvement of Health Care System must be as so.

                                          --- Frank  Feb. 8,  2015

The self-hematopoietic development is to seek or create money-making business with city in major share. Thus, the government will be not only able to enjoy the tax revenues, but also able to enjoy the dividends.

A rational government must have sufficient funds to ensure the good functioning of the society; it should not be over-emphasized privatization of the economy to allow private plunder the wealth of society.

Privatization is not the only way to increase the productivity, no matter the production or the services. Management is the Art of Playing Human Nature, the key is the work performance related payment and refined responsibilities on the specific individuals in exact reward or punishment.
