    After a one-year President-Elect service in 2014, Dr. Zhang Xiaogang has officially assumed office as the ISO President for a three-year term starting on 1 January 2015.


     Dr. Zhang is currently President of Ansteel Group Corporation, which counts amongst the world's top 500 corporations. He was nominated and elected the ISO President at the ISO General Assembly in St. Petersburg of Russia in 2013.

After China recommended its candidate for the ISO presidency, all the major countries, including permanent and non-permanent member states, gave their votes to China one after another to show their recognition, and said they would not recommend candidates of their own.

New Chinese president of global group that sets standards says its work must reflect that nations are at different stages of development

The newly appointed chief of the International Organisation for Standardisation (ISO) vowed to make the global standard-setting process more reflective of the needs of different nations.

Zhang Xiaogang, the chairman of Angang Steel Group, made the remarks before heading to Geneva yesterday to preside over the ISO meeting - his first after taking up his term, which runs to 2017.

Zhang is the first Chinese appointed to lead the body, and it comes after Beijing has become more proactive in sending people to sit in senior management of international standard-setting bodies, which observers described as the nation's attempt to expand its international economic clout by helping to establish the rules of the game.

In remarks to reporters before heading to Geneva, Zhang said the standard-setting process should be in line with local technological development.

"The development of different places and nations is not balanced, and the ISO should explore more diversification in setting standards," he was quoted by state-run Xinhua as saying.

Other than the ISO, top management roles of other standard-setting bodies have been filled by Chinese in recent years.

For example, Shu Yinbiao, president of State Grid Corporation, was made vice-chairman of the International Electrotechnical Commission (IEC) in 2013, and Zhao Houlin, was named as the first Chinese secretary-general of the International Telecommunication Union (ITU) last October.

These bodies are mainly tasked with setting specifications and guidelines. China is currently involved in only a small number of the issues taken up by the ISO and IEC, which has 164 and 60 full members respectively, another Xinhua report said.

The standard-setting process is dominated by developed nations such as Germany, Britain and France, the Xinhua report said.

Zhang said the ISO would deliberate on setting standards and guidelines for intelligent appliances and corporate social responsibility, and step up cooperation with the IEC and ITU.

Observers said naming Chinese to head such agencies was crucial for the nation to improve its technology, and make its specifications in line with international norms.

"China's economy is developing rapidly, and the nation hopes international standard-setting can take better consideration of China's needs. But right now, China's involvement in the process is not strong enough," said Su Hao, a professor with China Foreign Affairs University in Beijing. "It is expected that China will name more people to sit in such agencies."

It is my great honour to be the President of ISO, the biggest International Standards development organization (SDO) in the world, at a time when standards play a more and more important role in improving global knowledge, science, technology and the economy. I am very proud to be the first ISO President from the emerging economy of China since ISO was founded. This fact not only reflects the influence of ISO, but also shows its inclusiveness. I feel very proud and honoured that in the coming three years (2015-2017) of my term, I can work together with all of you to further improve the sustainability of the world economy, environment and society, to widely disseminate technologies and good practices, and continue to make ISO move forward in an innovative way on the basis of the achievements thousands of experts have made over more than 60 years.

Actually, there is history between ISO and me. I was the Chair of ISO/TC17/SC17, Steel wire rod and wire products, for 13 years from 1999 to 2012, and was responsible for the development of ISO standards on wire rod, steel fibres, bead wire, steel cord and steel wire rod, working on dimensions and tolerances, etc. In 2014, as President-elect, I gained a more comprehensive understanding of ISO governance, policies and the strategic plan. I also learned the spirit of the wise, pragmatic, and hard-working ISO family, as well as of the passionate and creative experts who support global growth and sustainability by developing International Standards. I would hereby like to express my appreciation to the former ISO President, Mr. Terry Hill, for the comprehensive and consistent work he has done during his term, promoting understanding and cooperation amongst ISO members with regard to infrastructure by organizing the President’s Forum, and for promoting the sustainable development of cities by providing International Standards to solve problems of economic, environmental and social development magnitude. In addition, my thanks go to our Secretary-General, Mr. Rob Steele, the Vice-Presidents, the Treasurer and all our predecessors who have contributed to ISO. Thank you all for your outstanding work and great efforts to build a sustainable ISO. Dr. ZHANG Xiaogang I feel very proud and honoured that in the coming three years, I can work together with all of you.

When we look back to ISO’s more than half-century his - tory as a global non-governmental organization (NGO), ISO has shown its strong vitality and has attracted more and more countries’ participation. In order to meet the needs of fast economic development, it is important for ISO to adopt an innovative business model, ensure the market relevance of its standards and further promote its profile. ISO must meet market needs and take proac - tive actions to face the challenges of international trade. ISO should also further strengthen its cooperation with international standardization organizations, including IEC and ITU, as well as with other organizations. Fur - thermore, ISO should continue to promote the value of its standards, so that our stakeholders can fully under - stand the benefits of International Standards. 2015 is the final year to implement ISO’s 2011-2015 Stra - tegic Plan and the key year to develop its 2016-2020 Strategic Plan. ISO will also move forward to strengthen its leadership as a standardization organization. During my term, the following work will be my priority.

FIRST, continue to improve ISO’s profile. Make ISO standards the first choice of enterprises. Make stakeholders, including enterprises, customers and sci - entific research institutions, gain better understanding of the benefits of ISO standards. And also improve the cooperative relationships between ISO members and other international organizations and stakeholders.

SECOND, further improve the value of ISO standards. Fully play ISO’s standardization role in supporting development in significant fields like new energy, new materials, smart cities, the Internet of things, energy conservation and protection of the environment, biotechnology, IT, public security, social governance, public services, and more, to promote the sustainable development of the global economy, envi - ronment and society.

THIRD, extensively build new strategic partnerships for ISO. Promote cooperation between ISO and other SDOs, intergovernmental organizations, NGOs and industrial alliances in specific fields, to help ISO bridge its strategic gaps, take opportunities and meet the challenges to fulfil the goal of “One standard, one test, accepted everywhere”.

FOURTH, continuously improve the process relating to ISO standards. Build open and convenient channels and mechanisms to make the development process more transparent. Make full use of social media to facilitate the process in order to ensure that ISO develops timely and effective standards that are of market relevance; make ISO standards the first and best choice of customers; and emphasize ISO’s role in promoting quality in the global economy.

LASTLY, continue to provide support to developing countries. Encourage develop - ing countries to actively participate in the development and implementation of ISO standards. The ISO action plan for developing countries will continue to support and improve the participation of developing countries in international standardization. The road ahead will be long and our climb will be steep. The relay baton has been passed to me now and I have the responsibility, the obligation and the confidence to fulfil my duties, to explore and provide my best efforts to give ISO a better future during my term. I am confident that with all our efforts, ISO will become the most influential and successful standardization organization, benefitting all of the seven billion people around the world.

Zhang Xiaogang

Dr. Zhang Xiaogang has been elected ISO President for a three-year term which started on 1 January 2015. Dr Zhang is currently Vice Chairman of Ansteel Group Corporation, which counts amongst the world's top 500 corporations, and has distinguished himself in various high level leadership positions over the years for several related iron and steel corporations during a career spanning 35 years. An active member of the iron and steel industry, Dr. Zhang holds a Doctorate in metal material and heat treatment and has a keen interest in both the academic and industrial side of things. He has taken part in many scientific research projects, as well as won a number of important scientific awards. His commitment to the industry led him to chair and direct various iron and steel associations and committees in China. He was also the Chairman of the World Steel Association, and chaired an ISO technical committee during 13 years. During his time on the Chinese Standardization Expert Committee, he played an important role in strategic planning, policy making and standards research for standardization at the national level.

Message from the incoming President

John Walter

ISO Vice-President (policy) - Canada

John Walter is serving his second term as ISO Vice-President (policy) for the period 2016-2017. He is Chief Executive Officer of the Standards Council of Canada (SCC), Canada’s member body to ISO. Since his appointment in 2009, Mr. Walter has initiated a productive dialogue with senior decision-makers from industry and government in order to establish Canada’s strategic standardization priorities. This dialogue led to the implementation of innovative solutions to support Canada’s standardization priorities such as the accreditation of new standards development organizations; the systematic monitoring of thousands of standards in government regulations; and the development of new standards to help deploy leading-edge technologies. In addition to his duties at SCC, Mr. Walter helped strengthen international standardization by actively participating in ISO’s Technical Management Board (TMB) and by assisting regional organizations such as the Pan American Standards Commission (COPANT) and the Pacific Area Standards Congress (PASC) to set new strategic priorities.

Prior to his appointment at SCC, Mr. Walter gained extensive experience as both a developer and user of standards. From 2001 to 2009, he was Vice-President, Standards Development for the Canadian Standards Association (CSA Group), Canada’s largest standards development organization. Previously, Mr. Walter worked with standards from a business/industry perspective as the founding President and CEO of the Technical Standards and Safety Authority (TSSA). TSSA oversees public safety in Ontario, Canada’s largest province. While Assistant Deputy Minister at the Ministry of Consumer and Commercial Relations in Ontario, he also gained experience using standards as a regulator. Mr. Walter holds a Bachelor of Arts from the University of Guelph, Ontario.

Elisabeth Stampfl-Blaha

ISO Vice-President (technical management) - Austria

Elisabeth Stampfl-Blaha

Dr Elisabeth Stampfl-Blaha has been reappointed ISO Vice-President (technical management) until the end of 2016. Dr Stampfl-Blaha, who joined the Austrian Standards Institute (ASI) in 1988, has been ASI Vice-Director since 2005. Since 2007, she has also been Vice-Director of Austrian Standards plus GmbH (a sister company of ASI). As of 1 February 2013, she became the Chief Executive Officer of ASI and of Austrian Standards plus GmbH. As Manager International Relations, Legal and Organizational Affairs at ASI, she held responsibilities for several organizational and business development projects. In this function, she has also represented ASI on the ISO Technical Management Board and on Council.

At the European level, Dr Stampfl-Blaha has been a member of the CEN Administrative Board of the European Committee for Standardization (CEN) from 1990 to 2013 and was a member of the Technical Bureau from 1990 to 1999. She has been involved as senior expert in institution-building and strategic consultancy projects in several countries. She is a member of Supervisory Boards and gives lectures at Universities. Dr Stampfl-Blaha holds a doctorate’s degree in Economics and Business Administration, and a further doctorate in Law.

Olivier Peyrat

ISO Vice-President (finance) - France

Olivier Peyrat

Olivier Peyrat has been reappointed ISO Vice-President (finance) until the end of 2016. Mr Peyrat has been Director General of AFNOR Group since 2003. He started his professional career in 1984 in the Regional Administration of Industry and Research of Ile de France and then held several management positions related to quality and certification in public administration. In 1989, he joined the French Quality Assurance Association (AFAQ) and became its Director General in 1993. He served in 1995-1996 as advisor to the French Minister of Industry. In 1997, he was appointed Chair of the Management Board of AFAQ ASCERT International. Mr Peyrat has also chaired a number of standards committees and working groups at national, European and international levels.

He belongs to the Board of Directors of Groupe des Industries Métallurgiques (GIM – France). He has represented AFNOR on the ISO Council and on its standing committees on finance or strategy since 2003, and has been the Chair of the ISO committee on conformity assessment (CASCO) in 2007 – 2011. He is also a member of the Administrative Board of CEN (European Committee for Standardization). Mr Peyrat is a Chief Engineer of France’s Corps des Mines engineering school and has an academic background in business administration.

Miguel Payró

ISO Treasurer - Argentina / United Kingdom

Miguel Payró

Miguel Payró has been reappointed as ISO Treasurer until the end of 2018. Since 2015, Mr. Payró is Chief Financial Officer at GeNeuro SA, a Geneva-based biotechnology company. Previously he was Chief Financial Officer  at the Franck Muller Group, one of the world’s leading luxury watch groups. There, he was instrumental in reorganizing the corporate structure and implemented the first consolidation and international accounting standards. Before this, he held senior positions for different organizations such as Banque Paribas Suisse, Citicorp Bank Switzerland, Manufacturers Hanover (Suisse) and Unilabs. During his career, Mr. Payró has gained in-depth knowledge of mergers and acquisitions, structured financing and management of bank investment portfolios. Born in Geneva, most of his career has been in Switzerland and he has had interactions with various levels of the Swiss government: advisor to the State of Geneva on the development of high tech start-up incubators; and negotiating and finalizing key tax settlements with the Swiss authorities. Mr. Payró holds a Degree in Business administration from the University of Geneva and is fluent in several languages.

Kevin McKinley

Acting ISO Secretary-General

Kevin McKinley was Deputy Secretary-General from 2003 until taking up the post of Acting Secretary-General in August 2015.

Prior to this he was Director at the Standards Council of Canada, a Crown Corporation responsible for Canada's National Standards System. Kevin has also held senior posts at the Canadian Standards Association, Canada's largest standards development organization and was involved in national standardization issues in business management and worker safety.

Kevin began his career in the oil and gas industry at Esso Petroleum Canada, serving as a Construction Project Engineer and later as the Contact Engineer supporting Esso's environmental operations at Sarnia Refinery in Ontario, Canada.

Kevin holds a Bachelor of Science from the University of Ottawa and a Mechanical Engineering degree from Queens University in Kingston, Ontario.
