Dressta’s Key Milestones

  • 1938 - Metallurgical and mechanical factory, named the Southern Plants, began operation in Stalowa Wola, Poland, focusing on military production. In 1948, according to government’s order, the Southern Plants were renamed Huta Stalowa Wola (HSW).
  • 1966-1972 - HSW signed cooperation and license agreements with leading construction equipment manufacturers: Jones Cranes, Clark Equipment, Stetter and Coles Cranes.
  • 1972 - Cooperation and License Agreement is signed between International Harvester Company and HSW. HSW bought the license and the know-how for IH crawler dozers, crawler loaders and pipelayers. HSW sold machines with IH trademark to the IH distribution network worldwide. IH acquired a new market for components and machines in Central Europe and the Soviet Union.
  • 1973 - First licensed TD-15C Crawler Dozer (140hp) manufactured at HSW.
  • 1979 - The largest TD-40 Crawler Dozer (450hp) assembled by HSW. The first machine designed by both Polish and American engineers.
  • 1982 - Cooperation Agreement is signed between Dresser and HSW.
  • 1988 - Joint Venture – Komatsu Dresser became a new partner of HSW.
  • 1992 - Komatsu America became a new partner of HSW.
  • 1995 - HSW and Komatsu America formed a Joint Venture Company: DRESSTA Co. Ltd.
  • 1999 - DRESSTA Trademark and Logo replaced DRESSER.
  • February 2005 - the Komatsu-HSW Cooperation Agreement expired. HSW became an exclusive manufacturer of the crawler dozers, pipelayers and wheel loaders originated by International Harvester and Dresser. DRESSTA Co. Ltd. became an exclusive exporter of this construction equipment to worldwide markets. HSW became the 100% owner of Dressta Co. Ltd.
  • February 2012 - Guangxi LiuGong Machinery acquired HSW Division I and DRESSTA Construction Equipment Business. HSW Division I was renamed to LiuGong Machinery (Poland).

LiuGong Machinery Corp., a global construction equipment manufacturer based in Liuzhou, China, has finalized its agreement to acquire HSW (Huta Stalowa Wola) and its distribution subsidiary, Dressta Co. Ltd., company executives announced.

The agreement was signed by both companies’ executives in Warsaw with celebration ceremonies following at the Baranów Sandomierski Castle in Baranów Sandomierski, Poland.

David Beatenbough, currently vice president of research and development for LiuGong, has been named chairman of the board of the new entity, LiuGong Machinery (Poland) sp z o.o. The transaction is LiuGong’s first outright acquisition outside its domestic market.

After announcing its intent to acquire HSW last March, negotiations for the agreement continued during the summer and fall, as LiuGong reached agreement regarding wages and job security with the Polish Workers Union and completed the commercial terms of the transaction with HSW.

In the transaction, LiuGong obtains core technologies that will help it advance some of its product designs; supplements LiuGong’s already expansive product lines; provides a manufacturing and logistic footprint in Europe; and expands LiuGong’s penetration into markets and products segments. LiuGong already offers a full line of high quality machines to world markets.  LiuGong has among the most expansive array of product lines of any Chinese manufacturer, including including wheel loaders, bulldozers, skid steers, forklifts, motor graders, excavators, rollers, drilling machines, truck mounted and crawler cranes, pavers, cold planners, concrete equipment and mining dump trucks.

   STALOWA WOLA, Poland, Sept. 14 (Xinhua) -- Malgorzata Bielica has been working at Liugong Dressta Machinery for 35 years as a technical expert. Although it has only been five years since the Chinese company invested in Poland, many local employees served at the Chinese enterprise.
   In the company located in the city of Stalowa Wola, southeastern Poland, Malgorzata takes out old yellowish photos to explain why Liugong Dressta has a special meaning for her.
   Her father also used to work for HSW (Huta Stalowa Wola or Steel Will Ironworks), a company preceding Liugong Dressta, as an engineer in civil engineering machinery division for more than 50 years.
   At work, Malgorzata also met her husband. "We discuss work even after we get home in the evening. This kind of family and work combination has many advantages," she says.
   In 2012, when she learned that the company was going to be acquired, Malgorzata, as did other Polish employees, had some concerns.
   In February 2012, China Guangxi Liugong invested 170 million zloty (about 49 million U.S. dollars) and made the acquisition of Central and Eastern Europe's largest machinery manufacturer -- Poland HSW's civil engineering machinery division. Liugong also gained a 100-percent stake and access to HSW wholly-owned subsidiary company Dressta.
   Malgorzata says she was worried about whether she and her husband could keep their "iron rice bowl".
   However, not only could they continue to work there, the work content and treatment of employees changed for the better. Liugong's work practices gained approval from many old-time employees, who were able to continue to work peacefully without any adaptation period.
   Malgorzata's daughter Katarzyna commenced work at the Department of Health and Safety in the company. Three years ago, after graduating from university, Katarzyna chose to return to her parents' and grandfather's workplace and became a member of Liugong.
   "It's great to work together with parents. When we get back home, and we often talk about work, and sometimes even argue! I've learned a lot here and have met Chinese colleagues," she says.
   According to the data provided by Liugong Dressta, the company has provided more than 1,200 job opportunities in the region, with a total of more than 230 million zloty (about 66 million U.S. dollars) of various accumulated taxes and fees contribution to the country between years 2012 and 2016.
   Liugong Dressta Machinery vice president Hou Yubo says that Liugong in Poland cooperates with colleges and universities in Poland to provide internship opportunities for college students. It awards outstanding students with the Liugong scholarship, as well as donates stationery to orphanages and welfare homes; and sponsors cultural and sports activities of local primary and secondary school students.
   Jacek Krzykwa, director of Legal and Public Affairs Department of Liugong Dressta, says Liugong has a good relationship with the local authorities.
   On Liugong's initiative, Stalowa Wola City and Guangxi Liuzhou City plan on signing an agreement to become sister cities and expand cooperation.
   "As residents of Stalowa Wola, we hope that the two cities increase exchanges, enhance understanding and promote common development," Krzykwa says.
   Liugong Dressta Machinery is renowned for engineering durable, powerful machines from mining or landfill dozers, to oil and gas pipe layers.

In Europe's east, a border town strains under China's Silk Road train boom

YIWU, China/MALASZEWICZE, Poland (Reuters) - When cargo trains from China began arriving at the Polish border town of Malaszewicze almost a decade ago, they were considered a novelty - able to ship laptops and cars to Europe in as little as two weeks, but extremely infrequent, with one service a month.

However a surge in the number of trains over the past year, fueled by Beijing’s plans to grow trade along ancient Silk Road routes to Europe, has left authorities scrambling to meet demand that has ballooned to as many as 200 locomotives a month.

Rail shipments have experienced delays of over ten days at land ports in both Europe and China, bogged down by insufficient infrastructure and paperwork pileups, shippers say. That congestion is anticipated to worsen as Chinese authorities encourage a further ramp up in volumes.

The situation illustrates how China’s Belt and Road initiative is delivering some successes but also how its partners are struggling to keep up.

The rail network, used by companies like Hewlett Packard, the sports gear company Decathlon and the carmaker Volvo, handled 3,673 train trips between China and Europe in 2017, up from 1,702 in 2016 and just 17 in 2011, according to China Railway, the national operator.

The network remains unprofitable and heavily supported by subsidies, but Chinese city authorities have launched new services with fervor after it was subsumed under the four-year-old Belt and Road initiative.

In 2016, China’s top state planner named the network “China Railway Express” and said it wants train trips to hit an annual number of 5,000 by 2020.

By April, the number of regular rail services linking China and Europe jumped from just one in 2011, between Chongqing and Duisburg in Germany, to 65, connecting 43 Chinese cities and 42 destinations in 14 countries including Spain and Britain, China Railway said on its website.

Carsten Pottharst, managing director of InterRail Europe, is among a number of freight forwarders who expressed frustration to Reuters about congestion on the network, citing insufficient government investment in European railway infrastructure.

“They believed that they would come, but they didn’t believe that it would become that big,” he said.

CONGESTION

While congestion occurs across the network, much of the shippers’ frustrations are being directed at Malaszewicze, which handles roughly 90 percent of the cargo.

There, containers which travel from China through Kazakhstan, Russia and Belarus on Russian gauge tracks are transferred to other trains running on European standard ones.

The land port processed nearly 74,000 containers in 2017, four times the volume it handled in 2015, earning Poland nearly 400 million zlotys ($109.02 million) in tax and customs revenues last year, Polish tax and customs authorities said.

But PKP Cargo, the Polish state-controlled rail operator that runs the main terminal, said in March that the current infrastructure was unable to handle the anticipated growth. Europort, which runs a private rail terminal, said that in late 2017 there were queues as long as 100 trains awaiting entry to Poland from Belarus.

“This is a huge challenge and a huge chance,” said PKP Cargo’s chief executive, Czeslaw Warsewicz in March.

PKP Cargo said in an e-mail that there were currently no queues at its terminal, and that it was looking to expand capacity and cooperate with private terminal operators to shorten loading times. Poland’s infrastructure ministry, meanwhile, said the government was considering opening a second border crossing with Belarus.

   However, shippers say they are concerned that the improvements will not happen fast enough.

   This is worrying locals such as Krzysztof Iwaniuk, mayor of Terespol Municipality, which includes Malaszewicze, who has seen the town and surrounding areas benefit from the rail trade.

   On a recent visit to Malaszewicze, Reuters saw navy blue shipping containers emblazoned with the China Railway Express logo stacked up in rail terminals, as well as new roads and a local government headquarters.

Iwaniuk said he was worried that PKP Cargo’s upgrade plan would not meet anticipated volume growth and that the town would lose traffic to other transhipment hubs.

“We are sounding an alarm that we use this historic opportunity,” he said. “If we don’t properly use these five minutes in history, it will be over.”

AMBITIOUS TARGETS

In China, meanwhile, the flood of containers into Europe is expected to keep surging as city authorities try to outdo each other promoting Belt and Road, President Xi Jinping’s signature foreign policy initiative.

Chongqing in southwestern China, which recorded 663 trips last year, is targeting 1,000 trips, while Xi’an, home to China’s terracotta army, also wants to hit 1,000 trips, according to state media and government statements.

Yiwu city in the eastern province of Zhejiang, home to one of the world’s largest wholesale trading centres, plans to increase trip numbers from 168 in 2017 to 350 this year, said Simon Jian, assistant to the chairman of Yiwu Timex Industrial Investment, a rail service provider.

Industry executives say the network is currently unprofitable as cargo volumes have not reached a sustainable level, and costs are higher than shipping by sea.

But it is attracting business from companies selling goods like cars and electronics because it can deliver them as much as 20 days faster than sea at a lower cost than by air.

“We’ve probably managed to reduce our logistics costs thanks to China Railway Express,” said Hu Jie, a Suzhou-based logistics director at Pegatron Corp, a Taiwanese electronics manufacturer that began using the rail route in 2015.

For now, Chinese government subsidies are supporting the rail operations.

A study published by the Shanghai-based Donghua University last year estimated that provincial governments in China had collectively spent $303 million subsidizing China-Europe block trains - generally those carrying goods to destinations without being split up en route - between 2011 to 2016.

Jian said that firms would likely need to charge $10,000 per container to make a profit but subsidies allowed many to charge about $3,000-6,000 per container. Some were offering rates as low as $1,000 per container, about the same as shipping by sea.

“It’s very chaotic,” he said.

INFRASTRUCTURE

There is currently far less rail congestion on trips back from Europe to China, reflecting the large trade deficit between two partners.

Polish government sources said there was concern that China was not doing enough to open its market to foreign producers. One official said there was growing concern that the new Silk Road might become a one-way gateway to flood Europe with China-made goods.

The United States is currently threatening a trade war with Beijing in a bid to cut its own trade balance with China.

As trains pile up in Malaszewicze, some shippers are looking to move goods through Finland, which launched a rail freight service with China in November, or Lithuania and Estonia.

But new transhipment hubs also had drawbacks, they said, citing longer travel times and less familiarity with services and issues like processing paperwork.

“We need the entire network to be upgraded and more railway stations to be built,” said an executive at Wuhan Asia-Europe Logistics, which manages trains from Wuhan, in central China.


Ronald Kleijwegt, the managing director of Jusda Europe, a logistics unit of the contract manufacturer Foxconn, said that would be an uphill task in Europe.

“It’s a win-win if we start ironing out all these bottlenecks,” said Kleijwegt. “But the demand and requirements of supply chain are sometimes difficult to understand for politicians to understand.”

Chinese investment serves as long-awaited rain in drought for Polish company

WARSAW - "When Chinese company invested in Poland, we were worried about whether we could keep our jobs," said Malgorzata Bielica who works at Liugong Dressta Machinery in Stalowa Wola, southeast Poland.

Malgorzata and her husband both used to work for HSW, a Polish company preceding Liugong Dressta.

In 2012, when she learned that the company was to be acquired, Malgorzata had some concerns. If she and her husband had lost their jobs, the family would have faced a difficult position with no income.

In February 2012, China Guangxi Liugong invested 170 million zloty ($49 million) and made the acquisition of HSW's civil engineering machinery division. Liugong also gained a 100-percent stake and access to HSW wholly-owned subsidiary company Dressta.

However, not only could the Bielicas continue to work there, but salaries of employees changed for the better. The company's business condition also has taken a turn for the better thanks to the upgrading of production.

Before the acquisition, Dressta was facing a difficult situation. Local media reported that due to fierce competitions from American and German enterprises, its business condition continued to deteriorate, even near bankruptcy.

Michal Kolakowski, adviser to public administration and managing partner of Warsaw Consulting Group said: "Like a long-awaited rain after a prolonged drought, Liugong's investment has saved struggling Dressta."

Five years since the acquisition, Malgorzata's family have had a better life. Three years ago, Malgorzata decided to introduce her just-graduated daughter to join Liugong. When asked about the reason, Malgorzata said:"Liugong is a good employer, and this kind of family and work combination has many advantages, we discuss work even after we get home in the evening."

Malgorzata was not the only one who benefited from Chinese enterprises. According to the data by Liugong Dressta, the company has provided more than 1,200 job opportunities in the region, with a total of more than 230 million zloty ($66 million) of various accumulated taxes and fees contribution to the country between 2012 and 2016.

Along with the development of the Belt and Road Initiative, some Chinese companies chose to increase investment in Poland, creating jobs and promoting local economic growth. Liu Lijuan, business counselor of the Chinese Embassy in Poland, said that China's investment for Poland has provided about 15,000 jobs.

In September, Liugong Dressta opened its first regional headquarters in Warsaw and a new European Parts Distribution Centre (PDC) in Stalowa Wola. According to Hou Yubo, vice-chairman of Liugong Dressta, the new distribution centre covers an area of 3,500 square meters, with an investment of nearly $9.4 million.

Jerzy Kwiecinski, Polish deputy minister of development,said:"We are delighted that such companies as Liugong increasingly choose to relocate their business to Poland."

"Chinese investments in Poland are increasingly technologically advanced, and they help to build a modern knowledge economy in our country,"Kwiecinski said at the opening ceremony of Liugong's regional headquarters in Warsaw.

In the same month, Nuctech Warsaw, owned by Chinese Nuctech, started building a new manufacturing and office facility of 6,000 square meters in Kobylka, near Warsaw. With the total investment of 40 million zloty ($11 million), the facility will produce large-scale security inspection equipment.

Robert Roguski, mayor of the town of Kobylka, said that the investment of Chinese enterprises in Poland increased local taxes and promoted employment, providing more possibilities for cooperation at the local level between the two countries.

  华沙,波兰首都,波兰第一大城市。这是一个在苦难中崛起的国度,始建于1679年的圣十字教堂,至今仍安放着伟大钢琴诗人肖邦的心脏。而这座早于它三百年,公元13世纪修建的华沙古城,至今仍随处响彻着美妙的音乐声。

  这座曾在二战期间被纳粹空投下第一枚炸弹的城市,在经历了几乎从地平线上消失的惨痛记忆后,今天已浴火重生。

  中国企业3.35亿元收购全球顶级重工企业 成波兰最佳雇主

  2012年,来自中国广西的中国制造业500强企业——柳工集团成功地收购了波兰乃至东欧最大的工程机械制造商HSW公司,这是一次经历两年谈判方才艰难达成的收购。

  广西柳工集团董事长 曾光安:这个谈判应该说非常紧张激烈,也很精彩。

  斯塔洛瓦沃拉市距离首都华沙约260公里,这是一座只有近七万居民,却有近五万人在HSW公司上班的小城。1937年,波兰人民为保家卫国,在此地建立了钢厂及军工厂,这也是HSW公司的前身。

  尽管有60年创业历史的柳工被誉为中国工程机械行业的排头兵,但2010年,当曾光安得知波兰这家企业允许被收购时,他的第一反应是:这是对柳工的全球布局极其重要的机会。

  HSW公司作为一家老牌波兰国有企业,它是在波兰具有80年历史的中央工业区框架之内发展起来的。波兰人对它抱有深厚的感情。当出售的决定不得已做出时,波兰人迫切希望找到一家有实力负责任的投资者。

  500马力以上的推土机量产,全球只有三四家制造商能够做到,波兰HSW公司便是其中之一。然而在谈判进行一年后,波兰公司的工会代表们开始对柳工的收购方案提出质疑,并要求柳工答应工会提出的五个条件。

  广西柳工集团董事长 曾光安:如果按这五个条件去做事情,那这个企业就无法进行整合,也无法发展。

  谈判搁浅半年后,随着双方对彼此的评估小心推进,柳工一方逐渐感受到了波兰政府对这家老牌国企的重视,随后柳工向HSW公司的工会代表们发出了诚意的邀请,到广西、上海周边的一些工厂进行参观,看中国的工会是如何维护员工利益的。

  广西柳工集团董事长 曾光安:在柳州,我们安排了晚上去参观我们工厂,热火朝天,晚上这个职工,他的干劲激情四射,这种对于波兰的工会来说,他们觉得不可思议。

  柳工波兰公司人力总监 米克斯·法拉瓦劳克:柳州给我留下非常深刻的印象,柳工的工厂也建设得特别好,各项工作组织得特别完善。

  加深了彼此的了解后,谈判重启。柳工在向波兰一方表明了收购后会如何保护当地员工的一系列措施,而波兰一方在看到中国欣欣向荣的巨大市场及柳工在中国各地工厂热火朝天的场景后,谈判进行得异常顺利。

  2012年1月,在历经两年的艰难谈判后,中国机械设备制造商广西柳工终于以3.35亿人民币成功收购了波兰HSW公司工程机械业务单元,随后一举改变了后者连年亏损濒临破产的状况。2014年和2015年,柳工连续获得波兰年度最佳雇主奖。

  波兰顶级果汁厂正全力以赴争取中国市场

  波兰一词源于斯拉夫语,意思是居住在平原上的人。波兰三十余万平方公里的国土,平均海拔173米,整个国家地处在欧洲平原中部,气候温和,农业十分发达。

  很多人并不知道,波兰是世界上最大的苹果(209.07, 1.08, 0.52%)出口国,有着悠久的苹果种植传统。其栽植的历史最早可以追溯到1000多年以前,甚至比公元966年波兰形成统一国家的时间还要早。

  勒克鲁科夫斯基先生,他从1979年便开始经营一家果汁工厂,至今已快四十年。作为波兰排名前五的果汁生产商, 勒克鲁科夫斯基先生的果汁产品目前主打欧盟市场。
